  1. Stay calm and try to limit further loss and damage to the property. Save what can be saved!
  2. If a person has been injured or killed in the case of a traffic accident, call an ambulance or the Rescue Service and the police. To call an ambulance or the Rescue Service, call 112, the emergency assistance number of the Rescue Board; the phone number of the police is 110. Write down the names and addresses of the eyewitnesses.
  3. If only material damage has been caused as a result of the traffic accident and the drivers or the driver involved in the accident and the person who suffered the material damage agree on assessment of the causes and liability, the police do not have to be notified. The parties involved fill in a Traffic Accident Notice Form or formalise their opinion on a blank sheet of paper on site.
  4. The free-format notice must indicate the details of the vehicles involved (registration plate, make and model), drivers, vehicle owners (personal identification code, names, addresses, contact information) and the insurer and the scheme of the traffic accident.
  5. If the person involved in the traffic accident has a dissenting opinion upon assessment of the reasons and liability of the accident or if the injured person is not known, the police must be notified and their instructions must be followed.
  6. The injured person must notify any insurer providing motor third party liability insurance in Estonia or the Estonian Traffic Insurance Foundation of the traffic accident personally or through a representative as soon as possible. The notice may be given orally or in writing.
  7. The person who caused the damage must, as soon as possible, but not later than within five days of the traffic accident, notify the insurer or the Estonian Traffic Insurance Foundation thereof, send his or her letter of explanation regarding what happened and present the vehicle involved in the traffic accident for inspection.
  8. Upon notifying Seesam, a Car Insurance Damages Claim must be used.
